Author's Note

To quickly introduce myself, I previously went by The Targaryen of District 4 (I used to be a major Game of Thrones fan until Season 8). This is my alternate account that I created, mostly to follow years-old Games that I still had tributes in.

I've attempted to write and complete several writing projects in the past, especially during the movie days, but something usually held me back; be it school or university or my personal life. But now that I'm older and I'm in a state of shielding due to current world events (at least as of July 2021), I have a lot more free time on my hands. So, I've decided to give a HG writing project another go -- just so I can finally get the satisfaction of knowing that I completed something. I'm not sure if I'll be writing anything else after this, I just wanted to create something out of nostalgia.

This will combine ideas from my past writing projects, plus ideas that I get from random sources of inspiration. Please keep in mind that my writing isn't perfect and will be prone to imperfections and flaws; there may also be plotholes.

  • This is not a user-submission fanfiction. This is my own work.
  • I will be taking my time with these Games, coming up with storylines and how to progress them. Also, please understand that there are times when I will need to take a break.
  • This fanfiction is a mixture of both canon and fanon. Due to my current nostalgia over my Hunger Games Roleplaying Wiki (HGRP) days, I will be using ideas from there.
    • Therefore, The Capitol and Districts 0, 13, 14 and 15 will be included in the Games. To find out more about 0, 14 and 15 (any information that isn't mentioned in the Background), please refer to the Status as of the Prologue section.
    • (As of 18th July 2021) I have yet to read The Ballad of Songbirds and Snakes, so forgive me if I barely mention it.
  • For simplicity, I'll be using the Dark Days as the starting point of the timeline system. In my fanfiction universe, the timeline system was introduced one year after the end of the First Rebellion (in the year 1ADD).
  • Mature themes, language and content will be featured and mentioned. Please exercise discretion.

Background

Even though the prospective figureheads of the rebel cause died in the 74th Hunger Games, the flames of rebellion were never snuffed out; Rue posthumously became the focus instead --- a reminder of how The Capitol was willing to send anyone to their deaths, even kids. In response to this rebellion, President Snow went ahead with his two-phase plan. The first was to send former victors back into the arena for next year's Quarter Quell, in the hopes that the rebel-aligned victors would die off. The second was to purge any surviving victors that still allied with the rebels. In his perspective, if he killed the strongest of the rebels, then the rest would be discouraged.

District 2 saw consecutive victories; Cato in the 74th and then Brutus in the 75th. For District 2, thanks to Brutus being the first ever double victor, it was offered a reward; what this reward was is unspecified and was not revealed to the rest of Panem (due to the potential uprisings it could have produced), but it may have played a part in Panem's future. Therefore Snow's plan worked, as neither consecutive victor displayed sympathy towards the rebels. Any opposition to the regime seemed to have vanished, and Snow lived comfortably for the rest of his time in office; resigning in 78ADD and dying a year later from an unspecified illness.

Any rebellions that did follow in the years after Snow's death were either too minor to be remembered, or were quashed easily. Technology kept advancing and the Games continued.

Significant change was, however, on the horizon. In 98ADD, nineteen years after Snow's death, the question of what lay outside Panem's boundaries was asked and, for the first time, acknowledged. Panem, for as long as its existence up until that point, was believed to have been the only bastion of human existence left after the catastrophes that befell the world -- but this view was to be completely disproved once expeditions beyond the borders began.

An order was given to build a sturdy and manned wall, spanning the northernmost areas of Districts 7, 9, 6 and what was formerly District 13 (obviously for the latter, protective clothing and equipment would have had to have been worn to carry out the construction, and District 13 was secretly informed beforehand about the construction, which they gave permission for as the surface was not being used). This was a boundary, meant to block and deter citizens who got curious about what lay beyond to the north. Anyone who did try to climb this wall failed to do so, usually because they were shot to death.

In District 4, the discovery and usage of more efficient fishing vessel-building techniques made way for the rise of the ship and boat building industry in general; as these techniques were applied in all of the boats and ships built. It was finally realised that more could be done with them than just for fishing use. The potential problem of The Capitol and how they would react to this was posed, but they risked bringing this discussion to President Mirai Midnight anyway.

District 4 proposed carrying out sea expeditions and Districts 7, 9 and 6 were curious as to what was behind the wall. Surely, there must have been more survivors than just those of former North America?

This was controversial and ground-breaking. At first, anyone involved with this discussion was silenced or killed. President Mirai Midnight's advisors tried to discourage this topic of conversation being brought up further; after all, in their perspective, some things were better left untouched and they feared that these kinds of questions would just lead to more rebellions and uprisings. And whoever had given the orders for the wall to built had ordered it for a reason, so it should be respected and not be made obsolete. However, Mirai saw things differently; if anything was found and there were civilisations out there who had survived the catastrophes, then there was a chance of subjugating them and annexing them into Panem. It was risky, but in Mirai's eyes, it was worth it.

Mirai gave the go ahead for these expeditions to take place. District 4 carried out sea expeditions, and District 7, 9 and 6 carried out a joint expedition to the north and northwest. The Capitol, District 1 and District 2 financed these expeditions, leading some to believe that District 2 had received an abundance of money as its reward, but this was never confirmed (again, to prevent uprisings). Some Capitol citizens even volunteered to go on their own informal expedition; to climb over the eastern end of the wall and see what was to the northeast.

However, District 13 was not informed of the expeditions. In the past, in order to respect the ninety-eight year old secession deal, The Capitol informed District 13 of whenever they would be entering the surface.

Therefore, when the Capitol volunteers entered District 13; pursuing their own expedition, District 13 felt as if their privacy was being invaded and the secession deal was being violated by The Capitol. This became the start of a two-year bloody siege and battle; as Mirai decided that District 13 had to be re-annexed because, even though it had been on neutral terms for ninety-eight years, its nuclear weapons arsenal, which once belonged to The Capitol, made them a threat. The weapons should be returned to the control of The Capitol.

The Capitol was ultimately victorious, and District 13 was defeated; the truth about the Dark Days, the secession deal and District 13's underground base now known to the rest of Panem. District 13 did threaten to use the nuclear weapons, just as they did one-hundred years ago, but this resulted in nothing; as the weapons being used would have resulted in mutually assured destruction, major environmental losses and the districts suffering as well. In 100ADD, District 13 was officially re-annexed. Mirai confiscated District 13's nuclear weapons, forced them to agree to send tributes into the Hunger Games indefinitely (starting with the upcoming 4th Quarter Quell), and had the equipment and blueprints for the nuclear weapons destroyed. Anyone who had knowledge of making nuclear weapons was supposedly killed, leaving District 13 with only graphite mining as their industry. Most, if not all, graphite produced was to go to either The Capitol or to District 3 for use in technology that The Capitol would later use.

Not only did District 13 send tributes into the Games for the first time, starting with the 4th Quarter Quell, but The Capitol also sent tributes of their own; as part of the Quarter Quell twist. They did not do so well, the female placing last and the male placing 22nd. Despite this, The Capitol continued to send tributes into the Games, for the "fun and entertainment".

District 13 was left enraged, and with a bitter taste in their mouths and resentment towards The Capitol, something that never seemed to go away.

The northeast expedition resulted in nothing, but there was evidence to suggest that a civilisation once lived there. The north/northwest expedition had to be cancelled as an extremely dangerous group of carnivorous creatures wiped out the expedition party; even supervising Peacekeepers. Laws were put in place to deter anyone from going north/northwest, until they had fully researched these creatures and a method to eradicate the creatures efficiently could be found. Some people disregarded these laws to try their luck, but only suffered the same fate as the expedition party; dying brutally.

District 4 had seen its fair share of sea creature attacks in the past, so it was better prepared than Districts 7, 9 and 6, which had only dealt with hostile creatures a few times. That's why the sea expeditions were the most fruitful. The strategy that they used was to take things gradually and map everything out bit by bit. When one generation retired, the next generation, trained and ready, took the helm.

In 200ADD, when the tension and rage in Panem over the reveal of District 13 and what had actually happened calmed, the first breakthrough was made. A civilisation had survived in the remnants of what was once Hawaii.

Some of the land that had formerly constituted Hawaii had been severely damaged by rising sea levels. But, miraculously, parts still remained, including the Mauna Kea volcano. However, the civilisation still had to deal with and struggled against disasters like tsunamis and floods.

Panem saw an opportunity. Not wanting to take the same aggressive approach as Mirai Midnight, President Conroy Alvis decided to take a different approach; negotiation. Panem had technology that could help the civilisation survive relatively easily against sea-related disasters, but in exchange for this technology, the civilisation was to accept annexation into Panem; as District 14.

The negotiations took time. The civilisation was, at first, unsure of whether they should accept this deal. Despite the struggle against combatting sea threats, they had lived self-sufficiently.

The civilisation lived as a de-facto colony of Panem for fifteen years. They only accepted annexation into Panem in 215ADD, when the threat of a massive tsunami loomed over the civilisation and they needed Panem's advanced technology. Panem's intervention saved them in time, preventing any possible damage. A year later, in 216ADD, the civilisation officially became the fourteenth district of Panem; and would become a very important and integral district to The Capitol, as it took up the duties of muttation research and creation as their industry. Spacious facilities were built to house muttations; a better change compared to the cramped facilities in The Capitol. The 216th Hunger Games served as a celebration of the nation's expansion, with District 14 agreeing to send tributes indefinitely (beginning with the 216th). Before he retired in 217ADD, Conroy legalised travel between the districts; something which had already been taking place informally and in discreet, but now it was legal to do so. This law would remain.

The era was given the name; "The Expedition Era".

And it was thanks to the newly-established District 14 that a breakthrough was finally made, in regards to the creatures that resided north/northwest of the mainland.

In the century since the expedition to the north of the wall, the creatures had multiplied drastically. The wall had been the only protection the citizens in the districts had against these creatures attacking, but they didn't stray too far from their territory. They seemed to avoid water, and they did not show signs of being airborne.

Killing them was not going to be an option; the creatures weren't immortal, but they seemed to have a very high resistance to damage. And there were far too many to take on in the first place.

An inventor from District 3 proposed an idea: now that there was a facility large enough to house a vast amount of muttations and creatures, there was no need to wipe them out. More extensive research could now be done, which would be much more productive than killing them all.

Augustus Silke-Carpediem, Conroy Alvis' successor, granted the District 3 inventor permission to use his latest invention; a holographic forcefield cube that projected calming and soothing imagery to whoever was inside the cube. The plan of action was to use the forcefield cube to project sleep-inducing imagery to the creatures, and then when they were asleep and still inside the cube, Capitol airships would collect them and transport them to District 14. Sound from the outside could not be heard in the cube.

The process took a lengthy bit of time, due to how many creatures there were, the cube's size limitations and how the creatures weren't always cooperative, but by 223ADD, the process of transporting the creatures was finished. The north/northwest expedition could finally be completed. The Midnight-era laws prohibiting movement past the wall could now be lifted.

But what faced Panem was its toughest adversary yet.

An intelligent civilisation, calling themselves Astronomia[1], dwelled in the freezing, snow-covered remnants of Alaska; having become accustomed to the cold temperatures. The Capitol didn't know it until it was revealed, but they had actually been in contact with the Astronomia before; the Astronomia had sent spies to infiltrate Panem several times throughout history.

Because of this infiltration, it had knowledge of muttations and how to create them, as well as The Capitol's weaknesses; including how some of the districts were rebellious. Although never confirmed, it was theorised that the Astronomia were the ones behind the creatures that had given the expeditions such a hard time. It was also theorised that they were the civilisation that had once lived in the northwest.

Already alarmed by this, Panem, well more specificially The Capitol, contemplated taking the aggressive approach again -- the boundaries that they had prided themselves on for centuries turned out to not be so efficient after all; and the Astronomia could pretty much do everything that they did.

But what would be the most alarming was how advanced the Astronomia were. Whilst Panem had focused on closing itself off from the rest of the world (under the belief that they were the only humans who had survived), the Astronomia knew about who had survived the catastrophes. And no, North America was not the only continent that had survived; there were more survivors out there.

The Astronomia, as suggested by their name, also had extensive astronomy and meteorology knowledge; conducting regular research and studies of space and weather patterns.

For the first time, The Capitol was not confident. They weren't used to cold temperatures, they couldn't use muttations against the Astronomia, and recklessly battling them would result in bloodshed, casualties and an outcome that didn't appear to be in their favour. Even though District 13, prior to its annexation, had been in possession of nuclear weapons, The Capitol knew that they wouldn't use them as it would result in mutually assured destruction -- therefore they went into the siege and battle of 98-100ADD with confidence.

This was a completely unprecedented adversary.

Tensions between the Astronomia and The Capitol officially began in 282ADD, when the leader of the Astronomia, Scuti, was kidnapped by Peacekeepers. The President at the time, Livia Aurelian, wanted to interrogate her for answers: she wanted to know how they were able to infiltrate Panem, who they had sent as spies, the knowledge they had about space and weather patterns, what equipment they used to predict weather patterns and make astronomical discoveries and what they knew about the survivors elsewhere.

Scuti stood her ground and refused to reveal anything. She refused any food and drink offered to her, and tried to escape several times.

After Scuti's third escape attempt, Livia had grown frustrated. She had Scuti executed via firing squad, marking the War of Espionage: Panem's longest ever war.

Panem sent spies to the Astronomia territory, and the Astronomia continued to send spies to The Capitol. In some cases, The Capitol tried to lure Astronomia spies into defecting; promising them all the money and power they could ever dream of. Sometimes, this worked. But it also worked in the opposite direction: some Panem spies defected to the Astronomia; intrigued by the advanced knowledge they had and the promise of meeting other civilisations. Astronomia children were taught to hate and resent The Capitol, and children in loyalist areas of Panem were taught that they were superior to the children of the rebellious districts and the Astronomia.

Scuti's son, Jupiter, took control over leadership of the Astronomia. In 292ADD, ten years after his mother's death and ten years into the War, he formulated a plan to weaken Panem: through District 13. Through the information that the Astronomia spies in Panem provided, he learned of what had happened to District 13: they too had fought The Capitol and their independence was lost. If the Astronomia did not keep up the fight, they too would suffer the same fate.

Jupiter forged documents to make it look as if The Capitol was planning to drop a nuclear bomb on District 13, no longer caring about mutually assured destruction. According to these documents, Livia, in paranoia over the Astronomia and the rebellious districts potentially allying themselves with them, had ordered for the bomb to be dropped.

District 13, holding traditional resentment for The Capitol, did see through these documents, as The Capitol would want to keep its subjects (the districts) intact so they still had something to rule over, but noticing how the Astronomia were in the same predicament that they once were in, they allied themselves with the Astronomia. A series of bloody rebellions, sieges, hijacked Games, assassinations, murders, riots, hostage situations, public executions, bombings and espionage incidents followed -- lasting for one-hundred and eight years. Districts changed loyalties regularly, depending on the circumstances. The territories of each faction changed constantly, with both sides making losses and gains. The only districts that never seemed to change loyalties were the staunch rebellious districts, and District 14, who felt forever indebted to The Capitol.

In 400ADD, the 300th anniversary since Panem began its expansion, a peculiar woman arrived to The Capitol. She didn't come from any part of the mainland, or from District 14. She came from another place entirely; another civilisation. By this point, technology had reached new heights; to such a height where immoral and philosophical questions started to be asked.

Her intentions were unknown, but she offered assistance to The Capitol as to how to put an end to the Astronomia problem. After all, like the time when creatures roamed the territory to the north of the wall, now a dilapidated structure, there was a clear solution: the Astronomia were, at the end of the day, mortal -- just give them a scare that reminds them of their mortality.

When asked about the civilisation she came from, the woman didn't give any details; so The Capitol had to figure it out for themselves.

District 4 had stopped carrying out expeditions shortly after the beginning of the War of Espionage. Any expeditions they had carried out before then was focused on mapping out as much of the Pacific Ocean as they could; so the Atlantic was ignored. Previously undocumented and highly dangerous, untameable sea creatures also became more of a hindrance to any expeditions, so the number carried out decreased slowly until they stopped altogether. This marked the official end of the Expedition Era.

So, where did this woman come from?

It was actually District 14 that would be responsible for the discovery of what would become District 15, and it had known about the civilisation for around fifty years. In secret, District 14 had signed a treaty with the civilisation; it would offer them protection and anonymity against the rest of Panem, in exchange for their collaboration with muttation (and human) research as they were rich in medical knowledge.

This civilisation were so reclusive that not even the Astronomia knew of them, until now.

This woman was from the civilisation that would soon make up District 15, and was to put it lightly, a mad scientist. She suggested that in order to subjugate the Astronomia and annex them into Panem, The Capitol should release a deadly disease upon them. Then, the Astronomia, desperate for superior medical supplies, would surrender themselves to The Capitol.

The outbreak of the disease, released by The Capitol, in the Astronomia territory began in 402ADD -- and the plan worked. All of the Astronomia's scientists scrambled to find a vaccine, but to no avail.

The War of Espionage had to come to an end, and in 404ADD, the Astronomia reluctantly surrendered. The disease had eventually died out, but there was a high amount of casualties. The Capitol, instead of making the Astronomia territory District 15, decided to make the territory District 0, a reference to the term "ground zero" (the center or origin of rapid, intense, or violent activity or change). This was supposed to humiliate the Astronomia and remind them of their failures, but over time, District 0 was reclaimed and the connotations of it became more mysterious, much like space. District 0's industry was astronomy and meterology research, providing The Capitol with the information that they once withheld from them, and they were to send tributes into the Hunger Games, beginning with the 405th Hunger Games.

After the civilisation in the ruins of what was formerly Cuba, Haiti and the Dominican Republic was brought to light, as well as District 14's secret treaty with them, the woman disappeared.

District 14 weren't punished, as The Capitol had somewhat of a soft spot for it (which, in public, they vehemently denied) -- and they couldn't afford to lose a valuable ally. Instead, the soon-to-be District 15 was the focus of the anticlimactic final expansion. There were no battles involved, no sieges. The civilisation willingly gave themselves up to The Capitol in 410ADD, as they were tempted by the higher-quality supplies they would receive.

The Capitol, seeing how useful the civilisation would be, accepted them and the annexation was peaceful. District 15, now the medical district, had agreed to send tributes also, starting with the 411th Hunger Games. Much like District 14 and its muttation facilities, District 15's hospitals gave The Capitol some much needed space.

Tensions and resentment towards The Capitol by numerous districts would always be there, but for a time, there were no wars and no rebellions. Everyone was exhausted from the War of Espionage, and extensive rebuilding had repaired a lot of the damage done during the War.

So when Aife Forge, a prominent District 8 rebel leader and the Victor of the 488th Hunger Games, was assassinated in 495ADD, the 5 Year Rebellion followed and The Capitol panicked. Wanting to stomp out the Rebellion quickly, The Capitol had four of the top rebel leaders killed, with the hopes that the rest would surrender. The remaining rebel leaders instead retreated, in 500ADD, putting an end to the Rebellion.

Seemingly out of nowhere, Romulus Midnight, a man who was thought to have disappeared and a descendant of Mirai Midnight, reemerged. His Midnight blood would send shivers down the spines of all the rebels. He was to become President, and a new era was about to begin.

What will the rebels do now? Will Romulus' 500th Hunger Games go according to plan?

Will The Capitol ever be defeated and destroyed? And will the long-lasting resentments and tensions bubble over, this time for good?

Status as of the Prologue

The Capitol

  • First Hunger Games appearance: 100th Hunger Games

Upon first glance, The Capitol seems to be in a comfortable predicament: it has triumphed over yet another Rebellion, it had permitted and financed several successful expeditions and a descendant of the groundbreaking Mirai Midnight, Romulus, has become President. It also has an arsenal of nuclear weapons, Peacekeepers and secretive spies stationed everywhere and several districts are loyal to it. The Hunger Games have been reinstated and the 20th Quarter Quell is vastly approaching, significantly boosting Capitol morale after the 5 Year Rebellion.

However, a lot of districts also hold resentment towards it, preferring to see it destroyed entirely. If The Capitol isn't careful and ends up letting its guard down, troubling times may be ahead once more.

District 0

  • Annexed into Panem: 404ADD

  • Industry: Astronomy and meteorology; the study of space and the research and prediction of weather patterns.
  • Allegiance Consensus: Rebels

One of the staunchest rebel districts, with a long history of resentment towards The Capitol. It's currently under tight supervision, with Peacekeepers stationed everywhere and Capitol spies sending frequent reports on the district's activities back to The Capitol, but tensions over the events of the War of Espionage linger; especially amongst the Astronomia and their descendants (who seek independence once more). It also has a traditionally strained relationship with District 15, and a strong sense of camaraderie with District 13 over the shared situation both districts went through.

The one advantage that The Capitol does have in District 0, like in most of the rebel districts, are the law-abiding citizens that are neutral, who aren't involved with any part of the rebellion. If these people can be swayed with propaganda or bribed, then these citizens might turn to The Capitol and turn against the rebels.

District 1

  • Allegiance Consensus: The Capitol

District 1 is one of the districts that has shifted allegiances consistently over the years, siding with whoever would guarantee the best or victorious outcome. It was besieged and captured by rebel forces during the 5 Year Rebellion, to serve as a striking blow to The Capitol, but The Capitol was able to reclaim it. During the Expedition Era, it financed the expeditions that The Capitol had permitted.

The rebel leader of this district was assassinated, and the majority of the district has ran back into The Capitol's arms; being psychologically manipulated into not wanting to rebel anymore -- as The Capitol reminded them of how rebelling against the people who made their prosperity possible in the first place was beneath them and how they should know better than to stoop to the level of the rebels.

District 2

  • Allegiance Consensus: The Capitol

District 2 has been fairly loyal to The Capitol, but rebels have made several unsuccessful attempts to claim it and shootouts between rebels and Peacekeepers were commonplace. These shootouts have resulted in numerous casualties and an expanding cemetery.

Rebels have tried to use District 2's jealousy of District 14 to lure it to the rebel side, but the rebel leader of this district was assassinated. During the Expedition Era, it financed the expeditions that The Capitol had permitted; making some to believe that District 2's reward for Brutus becoming the first double victor was an abundance of money in addition to the money they already had.

District 3

  • Allegiance Consensus: Neutral

In recent times, District 3 has become a neutral district; its past participation in rebellions having fatigued them (especially the War of Espionage and the 5 Year Rebellion). District 3's primary focus is on the evolution and advancement of technology; providing technology to both the rebels and The Capitol. It frequently receives graphite stocks from District 13.

District 3 is a key district to gain control over in order to get the advantage. Swaying the citizens will be no easy feat though, as they just want to survive and not be harmed.

District 4

  • Allegiance Consensus: The Capitol, but shows neutral tendencies

District 4 is allied with The Capitol, having needed them to permit and finance their expeditions throughout the Expedition Era; which it is grateful for. But, with the War of Espionage and the 5 Year Rebellion, District 4's expeditions have ceased so it's been bored.

The rebel leader of this district was assassinated.

District 5

  • Allegiance Consensus: Neutral

District 5 is in a similar situation to District 3; it is bound (unwillingly) to The Capitol as electricity is one of The Capitol's necessities -- it can't afford to lose District 5, but there have also been instances where it has aided the rebels.

Overall, the citizens just want to focus on surviving and not having to deal with property damage and the death of loved ones; so it is very much neutral.

District 6

  • Allegiance Consensus: Rebels, feigning support for The Capitol

District 6's allegiance approach is rather surprising, considering in the past it was upfront with its rebellion. When the 5 Year Rebellion began, The Capitol ensured that the district was quickly under its full control; as they would need all the vehicles they could get and the district is the traditional home to the Panem Air Force. However, it was discreetly rebellious; with close ties to its neighbours, District 7 and District 9.

In 499ADD, a supply of airships secretly going to District 13 was intercepted by The Capitol after they were tipped off by a spy; busting open District 6's secret operations. As a result, The Capitol punished the district by carrying out a plethora of executions and trying to cut off its ties to the rebel districts. However, this punishment was a last-minute decision as The Capitol, desperate to end the Rebellion, had its hands full -- so when the Rebellion was over, the district has re-established its close ties to District 7 and District 9.

It sometimes exploits the dilapidated wall in the northernmost region; where they once participated in the expedition that would lead to District 0's discovery, and morphling addiction is a recurring epidemic in the district.

Like in most of the rebel districts, The Capitol has an advantage in District 6; the law-abiding citizens that are neutral, who aren't involved with any part of the rebellion. If these people can be swayed with propaganda or bribed, then these citizens might turn to The Capitol and turn against the rebels.

District 7

District 7 is another district whose allegiance has shifted consistently. During the Expedition Era and prior to the rebellions, it actually had a cordial relationship with The Capitol; cooperating together in regards to the northwest expedition.

However, when this expedition was over and atrocities were committed by the Peacekeepers stationed in District 7 (during the War of Espionage and the 5 Year Rebellion), its opinion of The Capitol shifted back to a rebel standpoint.

It especially has a close relationship with Districts 6 and 9.

District 8

  • Allegiance Consensus: Rebels

Although not as staunch in its rebelliousness as District 0 or District 13, District 8 is very much a rebel district. After the events of the 5 Year Rebellion, in which Aife Forge was assassinated, tensions in the district have been high and The Capitol is detested -- so Peacekeepers are scattered all throughout. Although Aife's assassin was never identified, it was assumed that The Capitol had something to do with it.

Aife was a well-loved figure in District 8, doing charitable deeds for the unfortunate and those who had been victimised by The Capitol. Her death was a blow to the district's morale and added to the hatred of The Capitol. Therefore, there is little to no chance of swaying the citizens to The Capitol's side.

District 9

  • Allegiance Consensus: Rebels

District 9 has managed to slip under the radar; much like 11 and 12. As Districts 0 and 13 have emerged as the top rebel districts, District 9 has taken a backseat. However, it has still seen action and atrocities and shortly before the end of the 5 Year Rebellion, the unsolved murder of Mayor Lentil took place.

It has a good relationship with Districts 6 and 7, due to its past expedition to the north of the wall that spans the three districts and District 13. It also aids District 10 by providing animal feed. Its relationship with The Capitol was once cordial, until the atrocities happened.

District 10

  • Allegiance Consensus: Neutral, with rebel tendencies

Thanks to the promotion of Selene Heifer, known for her neutrality and taking the "middle ground" approach, to the Mayorship of District 10, the district has essentially had to adopt the neutral viewpoint with her -- but some rebel sympathisers are still there.

The district's latest rebel incident was in August 499ADD, prior to Selene's promotion, when a rebel riot led to an animal stampede, killing at least thirty people. It was also a notable participant in Rue's Rebellion.

It maintains good working relations with District 9 who provides the animal feed.

District 11

  • Allegiance Consensus: Rebels

Once the epicentre of rebellion when Rue's Rebellion of 74-75ADD took place, District 11 has taken a backseat in later centuries -- thanks to the rise of Districts 0 and 13. These days, it's focusing on rebuilding from the rebellions, combatting morphling addiction and giving advice alongside District 12, which it has had a positive relationship with since Rue and Katniss' alliance in the 74th Hunger Games.

District 12

Once a vocal supporter of the informally named Rue's Rebellion of 74/75ADD, District 12 has become rather quiet in the following centuries. But that doesn't mean it hasn't become less rebellious; it's just been working in the background and suffering from mining-related disasters and growing morphling usage. District 12 has a traditionally positive relationship with District 11, as Rue had been Katniss' ally; this alliance marking the start of this positive relationship, and it advises the other rebel districts. It's also close to District 13.

The rebel leader of District 12 is seen as a mother figure to the other rebels.

District 13

Like District 0, it is one of the staunchest rebel districts, with an extensive history of resentment towards The Capitol. It is completely supervised by Peacekeepers and spies, but this only adds to the lingering tension. The primary goal of the District 13 rebels is to destroy The Capitol and win back its independence; and if possible, regain control over the nuclear weapons. Due to the shared situation they both went through, District 13 has a sense of camaraderie with District 0.

The one advantage that The Capitol does have in District 13, like in most of the rebel districts, are the law-abiding citizens that are neutral, who aren't involved with any part of the rebellion. If these people can be swayed with propaganda or bribed, then these citizens might turn to The Capitol and turn against the rebels.

District 14

Probably the biggest ally to The Capitol. Ever since its annexation in 216ADD, it has been extremely loyal to The Capitol; gladly fulfilling its duty to create and carry out research on muttations. This loyalty to The Capitol could be attributed to Panem's intervention when the district needed help to survive threatening weather phenomena, so the district feels indebted to The Capitol.

The only time in which District 14 went behind The Capitol's back was when it signed a secret treaty with District 15, but the reason behind this treaty had nothing to do with The Capitol; the only verse even mentioning The Capitol being a promise to District 15 to grant it anonymity from the rest of Panem (and even this was simply just a ploy to get District 15 to sign the treaty) and no nefarious intentions towards The Capitol were ever expressed. It was signed simply because District 14 wanted to collaborate with District 15 to do joint research (sometimes immoral research).

It's because of this that District 14 was never punished. The Capitol, although never admitting it in public, has a soft spot for the district; causing some jealousy from those who are perceptive enough to see it.

Rebels living in District 14 are a small minority, and the rebel leader of District 14 was assassinated, so the rebels pretty much have no significance there.

District 15

District 15, the youngest of the districts, is rather unpredictable. It is vital to The Capitol, thanks to its industry, and was instrumental in bringing District 0 under Panem's control, but it has also given secret help and aid towards the districts. It has a traditionally strained relationship with District 0 as a result of what happened, and it frequently works in conjunction with District 14 and their research.

Because of its help towards both sides, it has taken up neutrality.

The Princess of District 8 - (POV: District 8 Rebel)

Twelve years already, huh?

It's been twelve years since that cherub-faced, red-headed little girl told me she was gonna volunteer for the Games. Although I had a soft spot for the kid, having worked with her Ma in the Chiffon Factory, which was owned by some fat cat family in The Capitol, since Aife was a snotty-nosed infant, I admittedly just couldn't get behind the idea of her in the Games.

Kid had a positive demeanour, at first. She was a pacifist, saw the good in everything, and she had that gleam in her eyes that all idealistic people have. She volunteered because her family were poverty-stricken, and she wanted them to live a comfortable life.

She didn't realise back then that participating in the Games was perpetuating The Capitol's control over us, until it was too late.

Her elder brother had been an outspoken rebel, leading his own regiment. Because he was foolish enough to not keep his mouth shut, he was a prime target. He had used the Chiffon Factory as his headquarters; a pretty fucking dumb move if you ask me, since he was jeopardising the safety of his Ma and because the Factory was frequently visited by the owners.

Aife, if you're listening up there; no offense, kiddo, but your brother wasn't the sharpest tool in the shed.

I had been outside the Factory, smoking a cigarette, when it happened. A gigantic explosion, sending shrapnel and glass shards everywhere, including in my direction. That cigarette quickly became a distant memory, as one of the shards got me in the right eye. The left one was spared.

After getting my right eye taken out, I was fine. But others weren't so lucky, including Aife's Ma and brother.

I never really found out who caused the explosion; but my guess would be The Capitol. After all, Aife's brother was a major target and he was outspoken, so tracking him down and taking him out of the picture would have been easy. I was more focused on how Aife would cope with the news that her family was gone.

She didn't take it well. She was a fourteen-year old newly-made orphan, having gone into the Games for the sake of her family in the first place. Of course she wasn't gonna take it well.

Ultimately, she decided to turn her attention to improving the lives of those who had been victimised, brainwashed and neglected by The Capitol. She was an ally to those manipulated by The Capitol, and she was an enemy to Capitol loyalists and the truly despicable; having no problem taking them down. It was a surreal experience; seeing her grow up from a brat that needed her nose wiping to a young woman who had been driven to kill under the suffocating regime of The Capitol.

Committing herself fully to the rebel cause and shattering my expectations, she made her way to victory. The finale had been just as gory as the Games themselves; Aife, covered in blood, stabbed the Capitol rapist over fifty times (in my opinion, justice). The footage of her doing this had a red tint to it since it all happened during a blood moon, one of the events added for "dramatic effect".

From what could be seen of her face, you could truly see the anger and anguish in her eyes. She embodied the anger and anguish that we felt towards The Capitol; it was all thanks to them that I watched Aife stabbing someone to death in the first place.

There were no celebrations. She understandably refused to do the post-Games interview, and she never did the Victory Tour. Why would she? Just to be reminded of her Ma and brother's deaths?

Just like every Victor with humanity, the Games had inevitably changed her. There were still times when her old self shone through, but as soon as she came home, she committed herself to rebel work. She wasn't a dumbass like her brother; she was only known of because of her status as a Victor.

I always hated The Capitol; forcing us to watch kids die and limiting our freedoms. The owners of the Chiffon Factory used to abuse us and taunt us; feeding us scraps while they wolfed down cakes and guzzled down champagne and wine. So when the kiddo recruited me into the rebels and introduced me to the prominent rebels from every district, I had no qualms.

Because of our connection, I was assigned as Aife's mission partner. She was comfortable around me, probably because I was a reminder of home and her family.

Then, five years ago, she was killed.

I accompanied her when she was assassinated. I don't remember the details and I don't wanna remember them; it all happened too fast for me to remember anyway. All I remember was her slumped over body. I knew from seeing her slumping body that she was a goner.

She was a young adult when she died, but to me, I couldn't help but think of her as that little kid who used to run circles around my feet whenever she saw me.

The world really is cruel.

At least you're with your family, kiddo.

When Aife died, I could have just abandoned the rebels; walk out the door and live off the grid. But I chose not to. I feel that if I had abandoned the rebels, I would have betrayed Aife and her trust. So, I vowed to continue what she started; striving to make life better for those who had been victims of The Capitol.

That's why I'm still here.

It was a warm April night, with a gentle breeze flowing into the room I was in because I opened a window. The pitch-black sky was cloudless, so the moon could be seen tonight. It was in its waning crescent phase. Surrounding the moon were hundreds of stars.

All the flowers in the field were in full bloom, the trees were swaying in the breeze and occasionally, you can see nocturnal fauna munching on the grass or roaming around; until they were chased off by nocturnal prey.

I opened a window because I didn't want the smoke from my cigarette to overwhelm the room. In this maze of a building, I was in the holographic television room where they stored recordings, especially of the Games. I was told this was their way of catching up on Games, since they needed to be informed of everything that was going on; in order to have awareness. They didn't revel in watching them.

I was watching Aife's Games because today is a jam-packed day, and one of the events taking place today is the Remembrance Ceremony, where most of the surviving rebels come together to remember the rebel martyrs that died for the cause. There's no doubt that this year's ceremony will have an emphasis on those who died during the 5 Year Rebellion, now that it was over and we were defeated.

As an acquaintance and her mission partner, I was invited to speak about Aife; as it was her death that caused the 5 Year Rebellion.

The recording for the 488th Games was at the interviews part. Charme Éclat, the host for the Games, stood on the glittering stage, diamond-encrusted microphone in tow and surrounded by a gigantic and admittedly impressive holographic display showing The Capitol's emblem and hundreds of lights and cameras. My time at the Chiffon Factory has given me some insight into the world of fashion, fabrics and (by extension) cosmetics, so I could at least make sense of the outfit he was wearing; a scarlet-coloured bowler hat with red-sequined feathers poking out at the side, maroon eyeshadow, crimson contact lenses, blush, crimson lipstick, a scarlet toga underneath a feather and red sequin-covered unbuttoned blazer, various pieces of diamond jewellery and maroon boots.

"Ladies! Gentlemen! Non-binary, agender and genderfluid folks! Basically everyone! Welcome to the tribute interviews portion of the 488th Hunger Games!" Charme shouted enthusiastically in a stereotypical host's tone of voice. The Capitol audience responded with rapturous applause and cheering.

Gonna have to fast forward if I wanna get to Aife's interview.

Using my hand, which the holograph's sensors picked up on, I pressed the fast-forward button. The footage quickly sped ahead, until I paused near to the ending of the District 7 lad's interview. Then, I pressed play again.

"Wow, what a charmer! I would know a charmer when I see one because charm is my name!" Charme exposed his paper-white teeth in a artificial grin. What followed were artificial laughs. "Please give it up for Conifer Sycamore!"

Conifer, a tall, lanky black-haired, green-eyed, pale-skinned boy in an apple-green satin suit, revelled in the applause and attention he was receiving. "Thank you so much for a wonderful night! And I must reiterate before I go; Capitol girls are so beautiful."

His winking made some girls swoon; I could have sworn I saw one girl faint. When Conifer left the stage, the holographic background display made a smooth animated transition from the District 7 emblem to the District 8 one. Aife was up next.

"You're smoking without me? For shame."

Oh crap.

The voice and the subsequent tutting startles me enough to cause me to drop a bit of the cigarette's burning end. Luckily, after a minute or so, it cooled quickly and the pain ended.

"Ouch, I'm sorry."

The voice belongs to my smoking buddy, the rebel leader for District 6. Because codenames and numbers were too unique to be used (since its possible for them to be traced back to the person) and usage of our real names were forbidden for the sake of security and safety, "District 6 Rebel Leader" is all I could address her as.

She was still a young woman; probably in around her mid-twenties (due to, you guessed it, safety reasons, details about each other were limited so I'm not certain about her age), much younger than me anyway, but her general demeanour and signs of stress on her face makes her seem much more mature. The way she dresses though is pretty much on-point for someone of her age range who can afford such clothing; blue-tinted sunglasses sitting just at the base of her bun -- which her blonde hair had been styled in, a brown leather jacket (that I'm surprised she hasn't sweated in), the hem of a cyan shirt protruding from the hem of the jacket, ripped navy jeans and comfortable looking sneakers that I would actually buy; but I'd have to save up a ton of money to do so.

In her left hand, she twirls around her own cigarette. It was unlit.

I exhale some smoke.

"It's fine. Guessing ya here because ya need a light?" I ask her, my District 8 accent seeping through my words. She responds with an eager look; so I take it as a yes.

I light her cigarette for her. Her pupils within her brown eyes dilate with supposed gratitude.

"Thanks man." She turns her head towards the holographic television. "Oh, whatever you're watching has paused. I think the television's gone idle."

I look back at the television. She was right; the pause sign appeared. Like she said, I must have either left the television to go idle or I subconsciously moved my hand and the sensors registered it as me pausing the footage. The footage had paused shortly after the District 8 emblem appeared.

"I've also come to let you know that the Remembrance Ceremony's starting in half an hour. Is it Aife's Games you're watching?" She asks me, after exhaling smoke herself.

"Yeah. Just thought I'd watch them to help bring back some memories. I know I have all the memories from us working together as rebels and memories before that, but I knew the girl since she was a kid and my memory's become cloudier with age. Is it bad I'm using the Games to help me remember?"

The D6 leader looks at me sympathetically.

"No, not at all. As much as I hate to admit it, the Hunger Games does have some good uses."

That's a relief.

I resumed the footage by pressing on the pause sign.

After seeing the District 8 emblem on the display behind Charme, the audience rapturously cheered and applauded again. They did it with every transition; to hype up the atmosphere.

Charme falsely chuckles at this rapturous applause. "I think you know what this means! It's time to talk to our District 8 tributes! And first up; she's a beam of sunshine and as radiant as her luscious red hair, it's the Princess of District 8-"

The D6 leader burst into laughter. "Sorry, I just remembered something."

I giggle along with her. "She used to hate that epithet."

"Yeah, whenever I called her by it, she'd chase me around the facility. It was fun." She was wiping what appeared to be a tear from her eye, and when she noticed me watching her, she put her tinted sunglasses on; even though it was nighttime.

"-Aife Forge!"

That rapturous applause continued, even increasing when the kiddo appeared. Her long strawberry-red hair had been curled at the ends, and at both sides of her forehead were twin hair buns that had been curled to resemble roses. Holding the rose-like hair buns in place were two large lavender bows; a slightly darker shade than that of her floor-length gown, obscuring whatever shoes she wore. The gown looked silky in texture and was a vibrant shade of lavender; and the bodice was a poncho and shawl combination.

She smiled and waved at the audience; the same people she would grow up to hate.

"Look how young she was! I always wanted to squeeze those rosy cheeks of hers!" The D6 leader cooed.

"She was a little cherub." I respond.

Aife's upbeat personality really shone through in her interview. Like I said before, prior to the tragedy that would befall her, she was a positive kid; she saw the good in everything.

"So, Aife, what's your family like?"

"My Ma and my brother are hilarious; they're great at coming up with cheesy jokes that I still laugh at anyway. Here's one from my brother; what do you call a magic dog?" She asked Charme in her then naturally happy and extroverted tone.

"I don't know Aife, what do you call a magic dog?" Charme enquired, setting the situation up so Aife could deliver the punchline.

"A labracadabrador!"

The audience was in hysterical laughter, and Charme was leading them.

"I love it! If you win, I want to come to your house for dinner just so I can hear these fantastic jokes."

If you win...

That statement really hits hard, now that we know the outcome. I'm starting to tear up.

"Oh Charme you should!"

I continue to watch the interview, tearing up even more. It's finally hitting me again; how surreal it is that the kiddo was now gone and has been for five years. It seemed like just yesterday we were talking and eating lunch together before our missions.

If she had survived the assassination, she would have been twenty-six. Even at twenty-one, when she died, she still looked rather young; she had altered her appearance drastically, but she still had cherub-like features. I wonder if that would have been the case still at twenty-six.

Unfortunately, I'll probably never know.

"We need to go! It's time for the Remembrance Ceremony."

Hearing the D6 leader get up, I do the same. I turn off the holographic television and we stub out our cigarettes in a makeshift ashtray, before heading to the Remembrance Ceremony.

I think I'm ready for when it's my turn. I have memories of Aife flooding back.

Sorry kiddo, but you really were a Princess...especially to the unfortunate and the victimised.

The Fallen/A Tyrant's Bloodline - (POV: District 12 Rebel Leader)

Almost everyone was congregating at the facility's chapel; as it was time for the Remembrance Ceremony. As our fight against The Capitol is constant, the Remembrance Ceremony is sadly an annual tradition and has been for as long as we've dwelled in this facility.

I say it's sad that we have to host the Remembrance Ceremony in the first place because if we had been given independence and freedom, none of this would have happened and so many lives could have been saved.

As the host of this year's Remembrance Ceremony, I had to be stood at the front of the altar at all times. Because it was nighttime and the moonlight that shone through the chapel's stained glass windows wasn't that strong, I was lighting plenty of candles.

In fact, lighting the candles was the last task I needed to complete before the Ceremony commences.

Everyone walking into the chapel was either silent or talking quietly. I didn't really mind quiet chatter; but when the Ceremony begins, everybody will have to be silent.

With a long matchstick lighter in tow, I walked to the final set of the candles that were placed in candleholders next to the chapel's seating. After I complete that, I just need to light the candles near the portraits of all the rebel martyrs (candles that I made myself) and then the Ceremony can begin.

Sitting near the said set of candles was the rebel leader for District 9.

"Hey Mistress, are you okay? Do you need any help?" The young man, and the youngest of the leaders, asks me. I shake my head in response.

"Thank you for your concern dear, but I don't need any help." I smile.

"No worries. Let me know when you do require help."

Showing my sincere thanks for his concern, I bow my head and briefly close my eyes. When I reopened them, I lighted the candles. All of the candles in the candleholders were now officially lighted; there were only the memorial candles left to light.

As I walk back to the altar, I can hear more footsteps coming into the chapel.

One set were heavy footsteps...

My District 11 friend, and its rebel leader.

He is a dark-skinned, muscular man, with a military-reminiscent haircut and attire that he looks like he's ready to bulge out of. When he isn't carrying out his rebel duties, he's usually one of the go-to people for heavy-lifting and manual labour tasks; being one of the most suitable for the job due to his build and size. He's a very reliable and helpful person.

"Greetings, Lady Twelve. I have a question to ask before the Ceremony begins."

"Of course dear, what is it?"

He fidgets with his attire nervously, as if he was about to ask a controversial question.

"I understand that we don't use our real names or codenames for the sake of security and privacy, and I've made sure that there's sufficient security throughout the facility, but wouldn't it make sense for us to ditch the no real names rule when it comes to the deceased?"

Well, I can understand why he was fidgeting. That question is somewhat testing the waters.

"You do have a point, but there are still several ways in which using our real names or codenames, regardless of whether we're alive or dead, can be traced back to us. They have advanced tracking technology that I'm sure they wouldn't hesitate to use if given the chance; and they can use the dead to get to the living."

"But so do we. I apologise in advance, Lady Twelve, but I must refute what you're saying and I know how; Miss Forge."

He's got me there. Of course. Aife.

The mentioning of Aife's name impulsively causes me to look at her portrait; similarly to all other portraits on the altar, it's that of Aife's most recent identification photo. She had cut and styled her hair in a shoulder-length bob, there were dark rings around her forest-green eyes and you could just about see the collar of her dark blouse; she had a frequent tendency to wear dark clothing -- a tendency that stemmed back to after her time in the Hunger Games; when she was mourning her family.

But if there's one thing that I remember most about Aife, it's that she loved the colour purple. Before our Horticultural Centre was destroyed in the Rebellion, Aife would help tend to the plants. She gravitated to the lavender and wisteria plants the most.

Therefore, I made sure that lavenders and wisteria surrounded her portrait. Branches of wisteria were draped over her portrait, but not to the point where it would obscure it. On the top of her portrait, almost covering the top bar of the portrait's frame and visible through the gaps in between the wisteria petals, is a silky light purple ribbon. Bouquets of lavender were on both sides and in front was the lavender-scented candle that I had made for her.[2]

I light the candle. The scent finds me immediately.

"It is true that our darling Aife was never tracked down, despite her celebrity status, but that could be attributed to our top-notch security. She was only caught when she was in the districts and we are far from The Capitol's gaze."

"All the more reason why we don't need to worry for tonight. I think it's only fair that if Aife is referred to by name, then so should all of the other fallen martyrs. The Capitol is the reason why we reduce ourselves to numbers and statistics; but tonight, we can defy that. In the end, we are not numbers and statistics; we are people with names and so were they. We shouldn't dehumanise them."

His deep tone of voice makes his argument all the more compelling. Alright, he speaks sense.

"Very well. I suppose we can drop the no-name rule in regards to the deceased; I don't know if this will be a temporary change or a permanent one -- but we can at least ditch the rule for the Ceremony."

I look around the chapel, examining everyone's faces and trying to gauge what their thoughts about this are. It is mostly receptive; receptiveness is the majority.

My attention shifts to one particular person in the chapel. Aife's former mission partner; the silver-haired gentleman sitting next to the District 6 leader. I know that he knew Aife as a child, prior to the two arriving at the facility and being recruited; so it was inevitable that the two would be assigned on missions together.

He notices me and nods his head. He too is receptive. I smile warmly at him, hoping that my smile can give him at least a bit of solace and comfort.

There were several altar candles left. As I light each and every one, I look at the matching portraits. The faces of individuals that I taught, had spoken to, gave a shoulder to cry on to, celebrated joyous occasions with. Some of these individuals had even called me "Mother" or considered me their mother figure.

I'm trying not to cry. None of these candles are to be extinguished.

Like a mother who has witnessed her children being taken away from her, my heart aches. I can only just hold back the tears.

I must be resilient.

The District 1 leader was a beautiful woman. Her real name was Jade Geode, one of the children who biologically belonged to the vast Geode family. Biologically she had been tied to them, but in name she had been disowned. Disowned simply because she chose the path of peace and despised the brutality of the Games; something that is traditionally kept hush-hush in District 1 or brainwashed out of them.

When she had been disowned, she came to us. We took her in and offered her the loving family unit that she lacked.

As a result, she was an effective rebel leader. In what I consider to be poetic justice, she was able to sway a good portion of District 1 citizens to the cause and gave The Capitol a hard time. She was outspoken about the injustices of the Hunger Games and cleverly used The Capitol's tactic of heavy reliance of propaganda against them; by weaponising statistics and emphasising the reality behind why those grim statistics existed in the first place.

However, The Capitol saw her intelligence and natural charisma as a threat. She too was assassinated. With her gone, The Capitol physically and psychologically coerced District 1 back into its arms.

Her interests, from what I know of, were fashion and jewellery -- and she had aspired to be a fashion designer and stylist. Considering she had descended from an affluent family in the district of luxury, it was no surprise. These interests made her endearingly eccentric; coming up with a new design for the militia's uniform almost every day and hosting fashion shows when we had spare time or we were celebrating something joyous.

  2. The Ceremony traditions, such as the usage of portraits of the deceased, were inspired by traditional Japanese funeral rites and traditions.
