The University was an institution of higher education located in the Capitol. Many students from the Academy later went on to study at the University. The tuition was high, though there were financial prizes available for those who could not afford it. These prizes were awarded to students who had performed well at the Academy.[1] Dr. Volumnia Gaul, who served as Head Gamemaker of the 10th Hunger Games, was a biology professor at the University[2] and also taught advanced classes in military strategy.[3]

Casca Highbottom and Crassus Snow attended the University together. During an assignment from Dr. Gaul's class where they had to create an extreme punishment for the districts, the two of them paired up. Highbottom created the Hunger Games, and Snow turned it in without his permission, wanting the grade. After the First Rebellion, Dr. Gaul took out his proposal and introduced it to Panem.[3]

When Tigris graduated from the Academy, she passed up the opportunity to attend the University so she could pursue her dream of becoming a designer.[1]
