- "I stand there, feeling broken and small, thousands of eyes trained on me. There's a long pause. Then, from somewhere in the crowd, someone whistles Rue's four-note mockingjay tune."
- —The District 11 citizen whistling[src]
The unidentified District 11 citizen was shot dead by Peacekeepers during Katniss Everdeen and Peeta Mellark's stop in District 11 on their Victory Tour.
Biography[]
The unidentified male was present during Katniss Everdeen and Peeta Mellark's Victory Tour. Following Katniss's speech commemorating the district's deceased tributes, Rue and Thresh, he whistled Rue's four-note song. This was a signal for the crowd to give the three-finger salute, which had been used in District 12 after Katniss volunteered for the 74th Hunger Games. Seeing this as a sign of rebellion, the Peacekeepers pulled the man from the crowd, beat him, and shot him in back of the head, much to Katniss's shock and horror.[1]
Physical description[]
He was described as elderly and was dressed in a red shirt and overalls.[1] He had dark brown skin with white, graying hair and a beard.[2]
