The unidentified District 11 citizen was present during the 74th Victory Tour, and was killed by the Capitol in front of the victors Katniss Everdeen and Peeta Mellark.

The unidentified male was present during Katniss Everdeen and Peeta Mellark's victory tour prior to the 75th Hunger Games. Following Katnis's speech on the memories of deceased tribute Rue and Thresh, he gave the four note whistling tune to Katniss and the three fingered sign that was also done in District 12 when Katniss Everdeen and Peeta Mellark left for their first Hunger Games 74th Hunger Games. According to The world of the hunger games, it is a sign of respect to the dead do this. Seeing this as a sign of rebellion, the Peacekeepers pulled him from the crowd, beat him multiple times and then shot him in back of the neck, much to Katniss' shock and horror. As this is happening, the man seems to not be bothered almost sacrificing himself for the rebellion cause. Soon after, violence erupted in District 11.

Appearance

He was described as elderly, and dressed in overalls. In The Hunger Games: Catching Fire, he has dark brown skin with white, graying hair and a beard. He was played by Leon Lamar.
