Tibby was an attendant from the Capitol.
Biography[]
Tibby was working as an attendant on the train transporting the four District 12 tributes to the Capitol for the 50th Hunger Games. He offered them a tray of sandwiches with three different meats and asked which one they would like. When Louella McCoy would not answer him, Maysilee Donner shouted that they need plates, napkins and cutlery. Tibby told her that they were just sandwiches that could be picked up, but Maysilee wanted napkins. Tibby asked Plutarch Heavensbee if that was okay. When he returned, he encouraged the tributes to try the beef.[1]
Later on, Tibby brought Haymitch Abernathy a birthday cake and led the Peacekeepers with a song. He was disappointed when Haymitch did not look happy with it, and Plutarch Heavensbee told him to take it away.[2]
Tibby appeared with Plutarch again as the Victory Tour started preparation. Plutarch told Tibby to bring Haymitch a sandwich.[3]
