Octavia is a part of Cinna's prep team for Katniss Everdeen during the 74th and 75th Hunger Games. She appears in all three books. Like most people living in the Capitol, Octavia loves high class fashion and the games. She eventually grows very attached to Katniss.
Octavia was one of the members of Katniss' prep team along with Flavius and Venia. They prepared her to be dressed by Cinna. Following his death, they helped Katniss prepare for her role as the mockingjay in the war.
The Hunger Games
Octavia was one of the members of Katniss' prep team. She was disgusted by Katniss' appearance and often commented on it. During the time she and the prep team readied Katniss so Cinna could examine her, she was glad Katniss did not whine about the pain of them ripping off her leg hair and gave her some tips to maintain the look. After they finished, Octavia said she actually looked pretty good. Before the interviews, she and the rest of the prep team went to the Training Center to prepare Katniss again so Cinna could begin designing her dress for the interviews with Caesar Flickerman. The prep team was excited when Katniss made it back alive and welcomed her with love. They again prepared her prior to her final interview.
Octavia was excited for Katniss since for her first year of being a mentor, she would have to mentor the tributes for the third Quarter Quell. Octavia went along with the others on the Victory Tour to assist Cinna in dressing Katniss. Octavia, along with Flavius and Venia, arrived early to Katniss' new home in the Victors' Village to get her ready for her wedding dress shoot. During that time Katniss discovered that more districts had been rebelling, based on their comments. Venia and the other members were conversing about not having seafood for weeks, electronic gadgets or fabric they needed and Katniss was able to figure out it was because of rebellion in those districts. Octavia cried when President Coriolanus Snow announced that the third Quarter Quell would reap past victors, meaning Katniss would have to participate, since she is the only living female victor for District 12. She said her final goodbyes to Katniss before she entered the arena. She was the first to be sent out by Venia, closely followed by Flavius.
Octavia, and the other members of the prep team, were taken hostage by District 13. President Alma Coin thought she would be doing Katniss a favor if she captured and tortured them for her. The three were fed, but they were not used to their food being rationed and thus eating less than normal, so Octavia stole a slice of bread and was caught. The prep team was then taken into a room and beaten until Gale Hawthorne distracted the guard and Katniss entered the room to discover her prep team. Katniss demanded that they be taken to her mother for treatment. Octavia recovered, thanks to Mrs. Everdeen, but was still terribly fearful. Octavia and the others prepared and dressed Katniss for the role of the Mockingjay. She trembled constantly, still scared of what had happened to them, but trusted Katniss. Katniss took them to eat and would often eat with them. The prep team assembled again after Snow was tried, found guilty, and sentenced to be executed. They dressed Katniss up in her mockingjay uniform and watched her during the trial. After the death of Coin, Flavius, Venia, and Octavia most likely returned to the Capitol.
The other members of her team are Venia and Flavius. Octavia, along with the rest of the prep team, prepped Katniss for the 74th and 75th Hunger Games. They also prepped her for her appearances as a victor. Octavia, Venia and Flavius were taken to District 13 to help Katniss with her mockingjay soldier outfit, as was Cinna's wish. However, Octavia stole a slice of bread from the food supplies, and the entire prep team was taken into custody by District 13 officials, who beat them as punishment. When Katniss went to see them to be assisted with the mockingjay soldier outfit, she discovers that they are being punished and is horrified. After torture, she is described as being "Half-naked, bruised, and shackled to the wall". Katniss demanded that the prep team be released, and is obeyed. After that experience Octavia was very scared living in District 13. In Mockingjay, Venia reminds her, "It's alright, Katniss won't hurt you". In The Hunger Games and Catching Fire Octavia lived in the Capitol, but briefly resided in District 13 in Mockingjay. She was always wanting to look out for Katniss, especially for her appearance. Octavia has no known family, however she did mention having seven pet mice when she lived in the Capitol.
Octavia is a plump woman whose entire body has been dyed pale shades of green (light pea green in The Hunger Games, and light forest green in Catching Fire and light green in Mockingjay.) Her unnatural skin color was not portrayed in the films, and is only mentioned in the books. Like most of the people in the capitol, she often wears gaudy clothes, heavy makeup, and adorns her hair with dyes, jewelry, and knick-knacks. Katniss once stated that one day, Octavia showed up with bright pink tresses studded with blinking colored lights shaped like mice. This is inspired by her fondness of mice, and she explains to Katniss that she has several as pets. She also wears three-inch decorative nails. In District 13 where Octavia is taken to, her appearance changes a lot due to the fact that they have no such luxury in 13. Octavia loses her dyed hair color and her skin coloring and Katniss noted that Octavia looks younger than she thought without her hair dye and skin coloring; possibly in her early-twenties. Her real hair turns out to be a nice auburn. Her face is ordinary but has an undeniable sweetness. Gale's little sister Posy remarks that she thinks "Octavia would look pretty with her skin any color."
- Despite being taken in as refugees into District 13 in Mockingjay, Octavia, as well as Flavius, do not appear in the film adaptations of the novel. There are reports indicating that they indeed filmed scenes but these were cut as filmmakers wanted to focus on what was central to the plot.
