President Maximinius Ravinstill was President of Panem during the 10th Hunger Games and back before the Dark Days.[1] Dr. Volumnia Gaul, the Head Gamemaker, worked directly with him during the Games.[2]

Biography[]

Presidency[]

Ravinstill has no known predecessors, and it is unknown how he came into office because no political elections are ever mentioned. The duration of his time in office is also unknown. However, he had been president "long before" the war.[1]

Dark Days[]

President Ravinstill ruled over Panem for the duration of the war. After three years of fighting,[1] District 13 threatened the Capitol with mutually assured destruction using their nuclear arsenal. They demanded that they be allowed to secede in exchange for pulling out of the war. Ravinstill presumably negotiated the secret ceasefire deal: District 13 citizens retreated into their existing facilities underground, and the Capitol bombed the surface to make the other districts believe 13 had been destroyed.[3]

Once Peacekeepers subdued the remaining rebel forces, President Ravinstill oversaw the implementation of the Treaty of Treason. This document imposed many restrictions on the defeated districts, including the creation of the annual Hunger Games.[1]

10th Hunger Games[]

Ravinstill's great-nephew, Felix Ravinstill,[4] was one of 24 Academy students chosen to be mentors in the 10th Hunger Games.[5] On the day of the reaping, the president appeared on television and recited a brief passage from the Treaty of Treason.[1]

Days later, Ravinstill attended the funeral of Arachne Crane, where he was seated in the front row. After Coriolanus Snow sang the national anthem, Ravinstill gave him an approving nod. Ravinstill delivered a eulogy soon after, claiming that Arachne had died valiantly and they would honor her sacrifice. This eulogy marked the beginning of a grisly funeral procession.[2]

Death and successors[]

Due to his age, Ravinstill presumably died long before the time of The Hunger Games trilogy, but the circumstances of his death are unknown. The presidential line of succession is unclear, so his immediate successor is also unknown. However, he was eventually succeeded by Coriolanus Snow.[6]

Physical description[]

By the time of the 10th Hunger Games, his hair was streaked with silver. He wore his prewar military uniform as a reminder that he had been in control of Panem long before the rebellion.[1]
