Fulvia Cardew, originally a Capitol citizen, is Plutarch Heavensbee's assistant. She works for the rebels alongside him in District 13, and is always by his side.

Biography[]

Fulvia threw out a piece of paper with only a few words on it, which was treated as a crime in District 13.[1]

It was originally her idea to film propos on a stage with a script for Katniss to read; however, it was unsuccessful because Katniss' persona didn't translate well unless she was being authentic, not performing for cameras on command.[2] Fulvia's pride is wounded when Haymitch Abernathy comes up with a better plan to put her out where the real action is and film her when she is being herself, under the direction of Cressida and her team.[3]

Later, Fulvia redeems herself by coming up with the idea of doing a montage of propos dedicated to the fallen tributes of the districts, such as Rue or Mags, an idea which is then supported by Cressida. They would contain commentary from Finnick Odair with the theme being "We Remember," read out by Claudius Templesmith. This would then appeal to the people of the districts on a closer level since many of them would have had personal feelings towards their own tributes.[4]

Fulvia is one of the few named rebels that survived the Second Rebellion.

Physical description[]

Fulvia has silver flowers tattooed onto her plump cheeks.[1]

Personality and traits[]

Fulvia is calculating,[5] but struggles with her rich Capitol upbringing when she tries to fit in with District 13 citizens.[1] Despite her good intentions, Fulvia is quite rude, as shown when she constantly insults Katniss.

Trivia[]

  • In the Mockingjay films, the character of Fulvia was replaced with Effie Trinket.[6]
    • On this matter, director Francis Lawrence said, "How can anybody replace Elizabeth Banks as Effie Trinket in these movies? When Suzanne Collins saw Catching Fire, she called and one of the first things she said was, ‘There’s no way Effie Trinket cannot be in the Mockingjay films.’ Effie brings such warmth and fun and levity to these dark stories. She’s the fish out of water in this one and fans will love how she has adapted to the world of District 13."[7]
  • There may be a chance that Fulvia was a relative or descendant of Livia Cardew.
