District 1 is the wealthiest district in Panem, whose primary industry is the manufacture of luxury items for the Capitol. As a result, District 1 has a generally favorable relationship with the Capitol, although they are still forced to participate in the annual Hunger Games like all the other districts. However, their money and privilege allow them to train their tributes for the Games without punishment.
History[]
Relationship with the Games[]
1st-10th Hunger Games[]
In the first ten Hunger Games, District 1 and District 2 were noted as being "more Capitol-friendly" and turning out "better-fed" tributes, resulting in more victors; this implies that District 1 had already won more than once in the earliest years of the Games. Districts 4 and 11 were also "contenders", though, so 1 and 2 had not won them all.[1] Despite this, District 1's tributes did not fare well in the 10th Hunger Games; both Facet and Velvereen were shot dead by Peacekeepers in an attempt to escape before the Games began.[2]
Career district[]
Eventually, alongside District 2 and District 4, District 1 began to train Career Tributes. Although technically against the rules, their children were trained to prepare them for combat inside the arena.[3] Career training made District 1 tributes popular bets among sponsors. Despite their success in the Games and outward loyalty to the Capitol, some in District 1 secretly resented their arrangement, and they sided with the rebels faster than their counterparts in District 2.
Second Rebellion[]
Despite District 1’s close relations with the Capitol, they still rebelled against the Capitol in the Second Rebellion, being the second district to do so, and being the fourth to pry from their rule. As a Career district, Districts 1, 2, and 4 had the largest pool of victors;[4] however, none of the victors from 1 survived the war, and all were killed in the ensuing war or during the Victors' Purge.[5]
Culture[]
All known characters from District 1 had luxurious or lofty-sounding names, tying in with the luxuries they sell to the Capitol. The one exception is "Augustus"; however, this the name of ancient Rome's first emperor, and Suzanne Collins has mentioned that in creating Panem and the Capitol, she drew heavily on Roman history and culture.[6] His name could be a reflection of District 1's close relationship with the Capitol— a phenomenon also seen in names from District 2.
Industry[]
They were in charge of producing luxury items for the Capitol. Katniss heard that District 1 had a machine that could turn graphite into diamonds.[7]
Known tributes[]
Career tributes from 1, like all other Careers, were strong and well-prepared. However, they were often overconfident or even arrogant. From the tributes we've seen, on average, the female tributes placed 9th and the male tributes placed 8th.

- Velvereen - Female tribute in the 10th Hunger Games. Shot dead by Peacekeepers in an attempt to escape the Capitol Arena before the Games began. Placed 20th-21st out of 24.[2]
- Facet - Male tribute in the 10th Hunger Games. Shot dead while attempting to escape the arena. Placed 20th-21st.[2]
- District 1 female (50th HG) - Female tribute in the 50th Hunger Games. Killed by her own axe when it rebounded off the arena's force field, lodging in her skull. Placed 2nd out of 48.[4]
- Glimmer - Female tribute in the 74th Hunger Games. Killed by tracker jacker stings after Katniss Everdeen dropped a nest on Day 5. She placed 12th in the novel[8] and 11th in the movie.[9]
- Marvel - Male tribute in the 74th Hunger Games. Shot by Katniss with an arrow to the neck (book)[10] or heart (movie)[9] on Day 9, placing 8th.
Victors[]
- Gloss - Victor of the 63rd Hunger Games, and male tribute in the 75th. Killed by Katniss with an arrow to the temple on Day 2, placing 11th out of 24.[11]
- Cashmere - Victor of the 64th Hunger Games,[12] and female tribute in the 75th. Killed by Johanna Mason on Day 2 with an axe to the chest, placing 10th.[11]
- Augustus Braun - Victor of the 67th Hunger Games, per Capitol Couture. He was known as the "Cavalier Career" and was very popular during his Victory Tour, where the Capitol sang his praises as "Panem's Favorite Son" and a figure of reconciliation.[13]
Location and geography[]
According to the map of Panem featured in The Hunger Games Adventures, District 1 is located in western North America, to the northwest of Panem along the Rocky Mountains. Geographically, District 1's territory is primarily centered around the U.S. states of Montana, Idaho, Utah, and Wyoming. The geographical area of the district makes sense, as these states - particularly Montana - are known sources of gemstones, which fits in with the district's industry of luxury items. District 1 is also one of the closest districts to the Capitol, being directly north and west of the city, which ties into the two's close relationship.
District 1 borders four districts as well as the Capitol: District 4 (to the west), District 7 (to the north), District 9 (to the east), the Capitol (to the southeast), and District 5 (to the south).
Trivia[]
- Districts 1, 2, 5, 9, and 10 were not involved in the rebel plot during the third Quarter Quell.[14]
- District 1, District 5, and District 9 are the only districts without a known rebel.
- In her two Games, Katniss killed both of District 1's male tributes after they killed one of her allies: Marvel killed Rue[10] and Gloss killed Wiress.[11]
- Cashmere was the only tribute from District 1 in Katniss's two Games that she didn't kill.
- Cashmere and Gloss were siblings that won in consecutive years.[4]
- Katniss considers District 1 names "ridiculous".[15]
- District 1 had the highest number of confirmed kills in the 74th Hunger Games, with a total of 6.
- Interestingly, despite it being a career district without any known rebels, District 1 was the 2nd - 4th district to pry from Capitol rule and eventually, they became the fourth district to do so.
- According to the CapitolPN, District 1 has 82 factories in operation with a population of 24,315, making it the ninth largest district, in terms of population.
- According to the Capitol.PN, District 1 claims 1,693 in tesserae, less than any other district, making it the richest in Panem.
- If the population is 24,315 and they claim 1,693 tesserae that would equal to 0.069 tesserae per person, making it the 3rd richest District.
- Based on the arena wear for the 74th Hunger Games, the district's color seems to be overgrown citadel green (#888844 – ).[16]
