(Disclaimer: Sorry I've been posting so much, but I just joined yesterday, and I've been wanting to for ages, so I have a lot of thoughts stored up!)
From the title, you can probably tell what I'm going to be talking about. I seriously think that Foxface is the most underrated character in all three books. She was clever, very, very clever. She never actually killed anyone, so she may have been a good person, at heart. I personally think that she had the best strategy in the Games' history. Even Katniss mentioned multiple times how she wished she had thought of something Foxface had done, or how she admired how clever she was, or how she realized that Foxface was possibly her most dangerous opponent. I mean, she made it to the last FOUR PEOPLE, along with Katniss, Peeta, and Cato. And she never killed anyone. I mean, she was barely seen. Katniss even talks about how if they had been setting a trap for her, she would have sensed it, and avoided the berries. That's terrifying. I feel 100% certain that if Peeta hadn't accidentally set out those berries, Foxface would have won. I mean, imagine the scene with the mutts at the cornucopia. Everything's the same, but Foxface is still alive, hidden somewhere in the surrounding forest, waiting for Cato to die, for Peeta to bleed to death, and for Katniss to either be killed by the mutts, Cato, or perhaps even Peeta. Obviously, when they changed the rules, Katniss and Peeta would do the berry thing, probably assuming that Foxface was dead or dying. But Secna Crane may not have stopped them. And even if he did, I feel like Foxface would have just waited until Peeta bled to death, and then outsmarted Katniss (and who knows? Katniss might have killed herself or something. She mentioned how if Peeta died, she'd go insane. Would she really want Prim to have an insane older sister?)
But seriously, in actual canon, Foxface was clearly the most dangerous one. Katniss and Rue literally forgot about her at one point, she was quick and agile (both mentally and physically), she had the most brilliant plan of survival, and Katniss wouldn't have even known who took the cheese and berries if she hadn't happened to be hiding nearby when Foxface stole from the Careers. Cato was physically strong, but as Katniss suggests, almost definitely mentally unstable. Thresh kept to himself, and I feel that, as much as I liked him, Cato would always be stronger. Rue, sweet, innocent Rue, was just not strong enough to live (even though she was the tribute that deserved to the most). The rest of the tributes weren't strong enough. Katniss and Peeta figure that Cato is the biggest risk, when all along, it was Foxface. I believe Katniss wonders if this is true at one point (I don't recall when, exactly). And I mean, if Katniss (I love her, but she's SO oblivious) notices something, it has to be true and obvious. Foxface had the underestimate strategy that worked perfectly for Johanna, as well as her own genius twist. I honestly think that the one way almost guaranteed to last a long time in the Games is to outsmart everyone. All three living District 12 victors used this strategy: Haymitch, Katniss, and Peeta. There's people like Annie, who won by chance, and Finnick, who won with his looks/trident. Of course, there's the many Career victors who won with brute force, but the smartest people always make it to the last few rounds, if you will. Foxface was more dangerous than Cato, and I'm convinced of that. Also, does anyone know her actual name? Katniss never mentions it.
